Mark A. Barrett
Executive Vice President

As Executive Vice President, Barrett serves as the principal deputy professional staff member to the AFA President and acts as the Association’s senior staff liaison with the Board of Directors, committees and councils. He also leads outreach with the Air Force regarding Air Force budgets, programs, systems, operations, and legal issues. Additionally, Barrett provides oversight of AFA, AFA Veteran Benefits Association, and the Air Force Memorial Foundation.

After 34 years of service in the United States Air Force, Barrett retired as a Major General in June 2014. His last assignment was as Chief of Staff, U.S. European Command in Stuttgart, Germany. In this role Barrett was responsible for assisting the Commander, EUCOM conducting military operations, international military partnering, and interagency partnering to enhance transatlantic security and defend the United States forward.

Barrett was commissioned in 1979 through the ROTC program at North Carolina State University. His commands include the 493rd Fighter Squadron, Royal Air Force Lakenheath, England; the 325th Operations Group, Tyndall Air Force Base, Fla.; and the 1st Fighter Wing, Langley AFB, Va. Barrett has served as an operations officer on the Joint Staff and executive officer to the Air Force Vice Chief of Staff. He has also served as Chief of the Combat Forces and Program Integration divisions, Deputy Chief of Staff for Plans and Programs, Headquarters U.S. Air Force and as the Air Combat Command Inspector General, Langley AFB, VA. Prior to his assignment as Chief of Staff, he was the Deputy Chief of Staff, Strategic Plans and Policy, North Atlantic Treaty Organization, Allied Command Transformation, Norfolk, Va.

Barrett is a command pilot with more than 4,500 flying hours predominantly in the F-15C/D and the F-22, including more than 300 hours of combat time in Southwest Asia.

He received numerous military decorations including the Air Force Distinguished Service Medal; Defense Superior Service Medal; Legion of Merit with two oak leaf clusters; Defense Meritorious Service Medal; Meritorious Service Medal with three oak leaf clusters; Air Medal with three oak leaf clusters; Joint Service Commendation Medal; Air Force Commendation Medal with three oak leaf clusters; and an Army Commendation Medal.

Barrett graduated in 1979 from North Carolina State University with a bachelor’s degree in engineering. He also earned master’s degrees from Embry-Riddle Aeronautical University in aeronautical science and National War College in military strategic studies.

Additionally, Barrett is a long standing supporter of the Air Force Association and is an AFA Life Member.
