SUBJECT: NASM "CROSSROAD" TIGER TEAM OBJECTIVE AND METHODOLOGY

1. In a discussion on April 20, 1994, Dr. Martin Harwit outlined for me the objectives and methodology of the Tiger Team review of the proposed NASM "Crossroads" Exhibit.

OBJECTIVES:
A) This is to be an open review of the current script, incorporating the perspective of each member's individual experience and background. The review is not intended to assess or resolve differences arising from previous review of the script.

B) Tiger Team members should focus particular attention on the "balance" contained in the current script depicting U.S. versus Japanese interests, perceptions and actions.

C) Tiger Team members should try to identify other areas of imbalance (U.S. vs. Japan) contained in the script as well as points of historical or technical inaccuracy.

METHODOLOGY:
A) Each Tiger Team member will conduct an independent review of the current script during the week of April 25 through April 29, 1994. Team members should annotate the script accordingly and prepare a written summary report of their observations, comments and suggestions.

B) Team members will meet as a group during the week of May 2 through 6, 1994 to report and discuss their findings to the Team at large. These findings will be collated into a final written report for the Director, to be submitted approximately May 13, 1994.

C) Dr. Steven Soter will serve as a Tiger Team member as well as Secretary to the Team.
