Civilian Advisory Council 

The Civilian Council is comprised of civilians from the Air Force’s major commands, operating agencies and direct reporting units. They represent the civilian constituency of the Air Force.

The responsibilities of the Civilian Council are as follows:

  1. Develops Air Force policy recommendations on quality of life and quality of service issues, which impact Department of Air Force employees.

  2. Identifies and prioritizes quality of life and quality of service issues, driven by legislative action, which impact Department of Air Force employees.

  3. Prepares input, to include background information, and recommend action by the Air Force on these issues.

  4. Makes recommendations to the Air Force through the Air Force Deputy Chief of Staff for Personnel on policy issues which impact Air Force employees.

  5. Responds to Air Force requests for study, evaluation, and/or recommendation on issues affecting Department of the Air Force employees.

  6. Performs such other duties as may be assigned by the Air Force.

Mr. Jeffrey C. Allen

Mr. Jeffrey C. Allen is the Vice Director of the 76th Maintenance Wing, Oklahoma City Air Logistics Center, Tinker Air Force Base, Oklahoma. As Vice Director, he manages the largest wing at the center with over 8400 military and civilian personnel, including the 654th Combat Logistics Support Squadron, which provides highly trained maintenance, supply and transportation support in wartime and peacetime. The 76th Maintenance Wing manages over $2.3B annually in providing depot-level support of aircraft, engines, commodities and software for the United States Air Force, United States Air Force Reserve, Air National Guard, the United States Navy and Foreign Military Sales. The 76th Maintenance Wing annually performs depot-level maintenance and modifications for over 100 aircraft in support of the B-1, B-52, C-135, E-3 and E-6 fleets, 400 aircraft engines, 130,000 accessory components and produce over 800K lines of Software Code. Since standing up the Maintenance organization on 1 Aug 2002, the 76th Maintenance Wing has received the following recognitions: The Air Force Maintenance Effectiveness Award, The Charles B. Ryan Award for Business Innovation, The Oklahoma State Air Force Association Military Unit of the Year Award, Joint Recipient of the Chief of Staff Team Excellence Award, and the Air Staff and Air Force Materiel Command Maintenance Effectiveness Award - Large Depot Category.

Mr. Allen is a career logistician who has served in a wide range of positions during his tenure with the federal government. His various assignments include being an Electronic Technician, Quality Assurance Inspector, Equipment Specialist, Data Specialist, Logistics Management Specialist, Industrial Production Manager, Program Manager and a Career Broadening assignment with the Logistics Civilian Career Enhancement Program. Mr. Allen is certified level III in both Acquisition Logistics and Program Management. He has successfully completed the Defense Leadership and Management Program.

Liaison

Cynthia A. Manchester is chief of the Strategic Plans, Doctrine & CONOPS Branch, in the Strategic Plans Division, Plans and Integration Directorate, DCS for Manpower and Personnel, HQ USAF. She is responsible for developing and coordinating long-range strategic plans for human capital management of the total force - active duty, reserve component and civilian - and encompassing the entire human resources life cycle from requirements determination through separation. Her career with the Air Force has spanned 25+ years in several functions within the personnel community. She and her family reside in Maryland.
