The Enlisted Council is comprised of the twelve recipients of
the Outstanding Airmen of the Year Award and senior enlisted
members appointed by the Air Force to advise them.
The responsibilities of the Enlisted Council are as follows:
- Develops Air Force policy recommendations on quality of
life and quality of service issues which impact the enlisted
force.
- Identifies and prioritizes quality of life and quality of
service issues, driven by legislative action, which impact the
enlisted force.
- Prepares input, to include background information, and
recommend action by the Air Force on these issues.
- Makes recommendations to the Air Force through the Chief
Master Sergeant of the Air Force on policy issues which impact
the enlisted force.
- Responds to Air Force requests for study, evaluation,
and/or recommendation on issues affecting the enlisted force.
- Performs such other duties as may be assigned by the Air
Force

Chief Master Sergeant Trenda L. Voegtle is the Chief of Enlisted Evaluations and Promotions Policy with
Headquarters United States Air Force, Directorate of Personnel, Washington D.C.
Chief Voegtle is from Tacoma, Washington, and she enlisted in the United States Air Force as a personnel
specialist in 1982. After basic and technical training, she was assigned to Rhein Main Air Base, Germany, as
a Customer Service Specialist and later, Retraining Clerk. In 1985, she was reassigned to Peterson Air Force
Base, Colorado, and performed duties as Assistant Noncommissioned Officer in charge of Outbound Assignments,
Assistant Chief, Promotions and Testing and Noncommissioned Officer in Charge of Customer Service. In 1989
she was assigned to Headquarters Tactical Air Command, Langley Air Force Base, Virginia, Directorate of
Personnel as Noncommissioned Officer in Charge of Enlisted Promotions. In 1991, she assumed duties as Special
Assistant to the Air Combat Command Senior Enlisted Advisor. In 1994, Chief Voegtle was reassigned to Lackland
Air Force Base, Texas, as Chief of Relocations and Employment. From 1995 to 1997, she was assigned to Osan Air
Base, Republic of Korea, as Chief Relocations and Employment and Chief, Customer Support Section. In 1997, she
was reassigned to Headquarters Pacific Air Forces, Directorate of Personnel, as Chief, Airman Assignments. In
2001, she was reassigned to Fairchild Air Force, Washington, where she performed duties as Military Personnel
Flight and Mission Support Group Superintendent. She assumed her current duties in August 2004.
Chief Voegtle has completed her Community College of the Air Force degree, received a Bachelor’s degree
from Saint Leo University and her Master’s degree from University of Oklahoma. She is a Distinguished
Graduate and Academic Achievement Award winner from the Air Force Space Command Noncommissioned Leadership
Course, is a Distinguished Graduate from the Tactical Air Command East Noncommissioned Officer’s Academy and
is a Distinguished Graduate from the United States Air Force Senior Noncommissioned Officer’s Academy.
Chief Voegtle’s awards include the Meritorious Service Medal with four oak leaf clusters, Air Force
Commendation Medal and Air Force Achievement Medal. Her other major awards are as follows, Air Force Space
Command Personnel Technican of the Year for 1988, Air Force Space Command Outstanding Military Woman of the
Year for 1988, Air Force Twelve Outstanding Airman of the Year for 1993, Pacific Air Forces Personnel
Superintendent of the Year for 1997.

Billy Tramel, Jr.

TSgt Billy D. Tramel Jr. was the noncommissioned officer in charge of the fire suppression section with the
75th Civil Engineering Squadron, Hill AFB, Utah at the time of his nomination.
Sergeant Tramel was selected as the Air Force Materiel Command Noncommissioned Officer of the Year. He
deployed to Operation Iraqi Freedom in direct support of U.S. Army combat operations for 129 days. As the sole liaison to the Iraqi
Oil Delegation for Multinational Strategic Infrastructure Security/Distro Response Center, he was the principal Air Force advisor for
a 400,000 barrel-per-day Iraqi oil production. His tracking of oil pipeline and refinery attacks provided repair assessments for
national oil tracking. He acquired and directed delivery of hardening materials for a critical river crossing in the oil supply line.
In addition, he organized and led 20 convoys per month. When an improvised explosive device struck his vehicle, he quickly rendered
first aid to an Army gunner and led dismounted recovery efforts ensuring a safe return of the team.
He also served as a first sergeant for the deployed Air Force detachment and handled a variety of issues.
His forethought to salvage 1,300 beds and 75 tents from disposal drastically improved quality of life for 4,700 Iraqi soldiers. At
his home station he is president of the 75th Air Base Wing Activities Committee.
Sergeant Tramel entered the Air Force in 1992. After completing Environmental Support Specialist
technical training at Sheppard AFB, Texas, he was assigned to Minot AFB, North Dakota. From there he moved to the USAF Academy, then
on to Osan AFB, Korea. He then returned to Sheppard AFB for a special duty assignment as a Utilities Systems Instructor and served
there until he arrived at Hill AFB in 2004.
Linn Aubrey
Senior Airman

Senior Airman Aubrey was selected as Air Education and Training Command Airman of the Year. As shift-leader, she artfully led a team of 40 personnel that collected, processed and shipped 53 blood shipments in support of Operations ENDURING FREEDOM and IRAQI FREEDOM. Airman Aubrey organized 52 blood drives with over 16,000 Air Force basic trainee donors that supplied 27% of DoD’s wartime blood quota. Her expertise in blood drive operations was vital. While training Air Expeditionary Force members who subsequently ran emergency blood drives in Balad Air Base, Iraq, saving countless lives. Airman Aubrey brilliantly coordinated infectious disease testing of 500 platelet samples from Iraq, ultimately reducing untested whole blood transfusions by 60% at the 332nd Expeditionary Medical Group. Airman Aubrey excelled in 5-level upgrade training, scoring over 93% on three end-of-course exams and was coined by her wing commander for outstanding performance. She was highly involved in the base and local San Antonio communities. Finally, Airman Aubrey sponsored and arranged accommodations for seven World War II demonstration pilots that performed at the 2006 Lackland Air Show for 400,000 guests, paying homage to our military heritage.
